I am further to remark that the present moment when China, while

systematically declining to carry out her latest Treaty obliga-

tions, is clamouring for the right to raise her tariff on

imports, is not the time to abandon or renounce any extraterri-

torial privileges that are in operation.

The matter is viewed therefore with a measure of interest

that may appear disproportioned, in one sense, to the actual

postal convenience at stake; and my Committee would much appre-

ciate any information you may be good enough to afford them

as to the present position.
